An amendment stating that it shall be the policy of the U.S. that the President, in consultation with the Attorney General and all appropriate Federal, State, and county officials shall place top priority on seeking the expeditious return to Cuba of certain Cubans by any reasonable means. The Attorney General may use funds in sec. 13 (Assistance to States and Counties for Incarceration of Certain Cuban Nationals) for this end. Cubans who are to be returned are those who a) were paroled into the U.S. in 1980 by the Attorney General, who b) after the parolee committed any violation of State or county law punishable by imprisonment and c) at the time of the parole was an illegal alien.
