An amendment to require the Federal Energy Regulatory Commission to exercise its authority within two years regarding California - Oregon Transmissions Project. The amendment also requires that of the energy generated by this project sufficient capacity is to be reserved to serve the needs of the Department of Energy Laboratories and wildlife refuges in California. Also the Secretary of Energy and the Federal Energy Regulatory Commission is to keep the appropriate congressional committees informed of the status of this project and any changes in the Memorandum of Understanding, implementing contracts, and other related matters.
