An amendment authorizing $14 million in FY'85 for humanitarian assistance to Nicaraguan refugees outside Nicaragua to be distributed by the Red Cross or the U.N. High Commissioner for Refugees and whatever sums are necessary to cover expenses that arise from implementation of the Contadora peace process. It requires quarterly reports to Congress on Nicaragua, the Contadora Process, and use of funds under this amendment. It provides for expedited consideration of future requests for action relating to Nicaragua. It also states U.S. policy in Central America such as prevention of Soviet destabilization, promotion of economic development and assistance for the Contadora peace process.
