An amendment to delete a provision under the Maritime Administration barring use of funds for repayment of construction differential subsidy for the permanent release of vessels from the restrictions in Sec. 506 of the Merchant Marine Act of 1936, except that such funds may by used to the extent they relate to a rule which conforms to statutory standards hereafter enacted by Congress.
