A substitute amendment to impose sanctions on South Africa if significant progress has not been made in eliminating apartheid in two years. U.S. businesses are required to adhere to the Sullivan principles. It permits the Export Import Bank to extend credit to South African business that are black or nonwhite majority owned firms. It also provides $15 million for education of blacks and $2 million for the Human Rights Fund for South Africa.
