An amendment which changes restrictions in law applying to the Arkansas-Red River Basin to read: "Construction shall not be initiated on any element of such project involving the Arkansas River (Basin) until such element has been approved by the Secretary of the Army. The chloride control projects for the Red River Basin and the Arkansas River Basin shall be considered as separate projects, with separate authority under Sec. 203 of the Flood Control Act of 1966, as amended".
