An amendment to insert a section for future anti-apartheid measures stating that Congress urges the President to consult with other countries, particularly the major allies of the United States, with respect to the implementation in the future of any anti-apartheid measures being considered by the United States or any such country, in order to encourage multilateral, rather than unilateral, implementation of such measures.
