An amendment dealing with the National Endowment for Democracy, making available to the public upon request all information regarding its organization, procedures, requirements, and activities, except those exempted by the Freedom of Information provisions of current law. The amendment requires a timely response to such requests and provides for appeal of denials of information to the General Counsel of the Endowment. This replaces language in the bill that required all information on proposals by the Endowment's Board, grant agreements, and other official documents of the Endowment to be available to the public upon request.
