A substitute amendment providing a one year freeze in non-defense discretionary programs and additional programs reductions, terminations and reforms in selected programs, including a one year freeze in defense spending, with an allowance for 3 percent growth in the out years, and full protection of all COLA's including social security. There are no tax increases included.
