A substitute amendment to the Walker amendment striking the Walker text and substituting the following: No funds authorized by this Act may exceed the amounts appropriated for the programs and operations of the Maritime Administration and the Federal Maritime Commission for fiscal year 1985; provided that this shall not be construed to increase any authorization in other sections of this act.
