An amendment expressing the sense of Congress that all U.S. consular offices should be equipped with 24 hour emergency telephone service through which U.S. citizens can contact a member of the staff of any such office. It requires the Secretary of State to report to Congress within 90 days on the steps taken with regard to this matter.
