An amendment prohibiting the employment of Soviet citizens as a foreign national employee at U.S. diplomatic or consular missions in the U.S.S.R. The amendment also expresses the willingness of the Congress to provide additional funds for the expenses of employing U.S. citizens to replace the Soviet citizens.
