The Secretary of State in conjunction with the Secretary of Commerce is to determine the appropriate modification of the INTELSAT Agreement to permit INTELSAT to establish cost based rates for individual traffic routes, as exceptional circumstances warrant, paying attention to the need to avoid significant economic harm to INTELSAT and U.S. foreign policy interests. It also requires the Secretary of State to report to Congress on the effect of the President's pursuit of a separate international telecommunications satellite system on INTELSAT and on U.S. foreign interests, should the President decide to pursue such a policy.
