An amendment stating " It is the sense of the Congress that the Soviet Union's Chief of Mission to the United States should be declared persona non grata beginning on June 1, 1985, until the President certifies to the Congress that the Soviet Union has made a formal apology for the murder of Major Arthur D. Nicholson, Jr., unless the President certifies to the Congress that an apology has been made by the Soviet Union before June 1, 1985. ".
