Amendments en bloc adding two new sections: 1) "Soviet and Communist Disinformation and Press Manipulation" -- requiring the President to establish a commission to determine the advisability of establishing within the State Department a permanent office of Soviet and communist disinformation and press manipulation to provide information to the public on the issue, and 2) "Soviet and International Communist Behavior" -- requiring the President to establish a commission to investigate the nature of Leninism and the degree to which Leninist parties and Leninist government systematically develop low intensity conflict activities, including subversion, terrorism, and guerrilla warfare without declarations of war. It permits use of funds appropriated for Administration of Foreign Affairs to cover the cost of the commissions.
