An amendment that strikes the language of section 120, Improvements to Passport and Consular Services, and inserts new language. The new section is entitled "Consular and Passport Facilities and Services" and requires a study to determine the extent to which these facilities promote trade and tourism, provide protection and assistance to Americans abroad, and protect the national security through regulation of entry into the U.S.. The study is to determine if the present facilities can respond to the work load and whether fees of users should be applied to improvement of the services.
