A substitute amendment to the Walgren amendment, keeping the reduced levels of the Walgren amendment with the following exceptions: 1) Measurement Research & Standards - $38,607,000, 2) Materials Science & Engineering $22,443,000, 3) Central Technical Support - $1,697,000, 4) Engineering Measurements & Standards - $1,405,000. It also strikes all funds for foreign expenses as well as reducing funds for the Office of Productivity, Technology, & Innovation from $2,777,000 to $1,991,000.
