Also, the Administrator is to set rates of reimbursement in full consideration of their economic impact on domestic launch services. Lastly, the Administrator is to examine and report to Congress on 1) feasibility of providing services on a basis of royalty recovery, and 2) proposed pricing policies on on-orbit service, repair, or recovery of spacecraft.
