- Purpose
- To establish common understanding that the Senate's advise and consent to ratification is subject to the condition that the President shall implement and interpret the Treaty in accordance with the common understandings shared by the President and the Senate, and that any interpretation of the Treaty which is inconsistent with such understanding and which is not lawfully made pursuant to any subsequent statute or treaty shall have no force and effect.
