- To provide that the instruments of ratification shall not be exchanged until the President has certified to the Senate that, in his judgement, the number of SS-20 missiles reported by the Soviet Union as being possessed by it on November 1, 1987 pursuant to the initial data exchange under the Memorandum of Understanding is a true accounting of the number of SS-20 missiles possessed by the Soviet Union on that date.
