- To provide that Congress expressly reserves the minimum quantity of water necessary to acheive the primary purposes for which the lands transferred pursuant to section 4(a) are withdrawn, that those purposes are hereby declared to be solely and exclusively the primary purpose for which the National Forests within the lands are to be included were established.
