- Amendment in the nature of a substitute printed in Part B of H. Rept. 107-30 and numbered one was offered as the Progressive Caucus substitute.
- Purpose
- An amendment to provide for investments in education, including new schoo construction grants and full funding for Head Start; funding for Medicare prescription drug benefit; funding for election reform; and funding for affordable housing construction. The amendment also provides for a 20% reduction in the defense budget; eliminates the deductibility of excessive CEO compensation and of tobacco advertising and marketing; reduces OPIC and the advanced Technology Program; and divides projected non-Social Security and non-Medicare surpluses into thirds (ie. additional debt reduction; tax relief; and investment.).
