- To provide an improved system for determining the existence of service-connection between active service in Vietnam during the Vietnam era (including service involving exposure to certain toxic agents) and diseases experienced by veterans of such service, to improve the provision for interim benefits for veterans of such service who have certain diseases, and to make improvements in the composition of the advisory committee on the "Ranch Hand Study" and the procedures used by such advisory committee.
