- Purpose
- To prohibit the expenditure of taxpayer funds for the U.S.-Panama Combined Canal Defense Board or for assistance to the Panamanian Defense Force unless the President certifies that Soviet, Cuban, or Nicaraguan armed forces are not present in Panama or, if present, that such forces are not being assisted by the Panamanian Defense Force or that General Noriega has been removed as Commander of the Panamanian Defense Force, barred from all offices, and prohibited from designating his successor.
