- To amend the provisions of SP 1640 to specify the nature of the limitation proposed by such amendment, by prohibiting any construction of the Act authorizing any action at variance with the determination that unless and until General Noriega is removed from all the public offices and authority, the President, using existing authority, should take all possible actions in support of democracy in Panama.
