- To limit any authority granted by the Act by prohibiting any construction at variance with the determination that the Senate should not consider in Executive Session the proposed Treaty between the United States of America and the Union of Soviet Socialist Republic concerning Intermediate-range Nuclear Forces unless and until the President, using existing authority, certifies that the Soviet Union has provided accurate data regarding the size and composition of its SS-20 missile force.
