- Purpose
- To provide that the Secretary of the Treasury instruct the U.S. Executive Directors to the Multilateral Development Banks (the International Bank for Reconstruction and Development, the International Finance Corporation, and the Inter-American Development Bank) to vote against any loan to Panama unless the President has certified in advance that the conditions set forth in S. 1924, sections 569 1-4 have been met.
