- To provide that none of the funds for Costa Rica or any agency thereof shall be obligated or expended after March 31, 1988, if the Secretary of State and the United States Trade Representative have not certified to the Congress that Costa Rica and J. Royal Parker & Associates have reached a settlement of the claim of the latter arising from the nullification in 1978 by Costa Rica of the Centraport contract.
