- To modify the McClellan-Kerr Arkansas River navigation project to include municipal, industrial, and agricultural water supply as authorized project purposes, and that withdrawals of water for such purposes may be permitted to the extent that such withdrawls are consistent with applicable State laws and do not interfere with the other authorized purposes.
