- Purpose
- To provide that a foreign bidder can establish that the U.S. goods and services content of his proposal and the resulting contract will not be less than 60 percent of the value of his proposal and the resulting total contract; provided that the U.S. Trade Representative certifies to the U.S. Information Agency that the foreign bidder is not receiving either direct or indirect subsidies from any government.
