- Purpose
- To express the sense of the Senate that the Senate ought not to have consented to the ratification of the Panama Canal Treaties, whereby the Panama Canal was given away and that such treaties are voidable unless and until Panama formally accepts the Deconcini Reservation and should be voided by the President if such acceptance is not forthcoming within six months of the adoption of this section.
