- To authorize the Service Secretaries to modify the agreements of the Military Construction Act and existing on the date of enactment to reflect the amendments made by section 2713 of the National Defense Authorization Act for FY 87 to permit a 25-year guarantee period and to allow for cost escalation of the entire rental payment over the guarantee program.
