- To make certain changes in the joint officer management program of the Department of Defense, to authorize for a temporary period of time one additional Assistant Secretary of Defense, to exclude certain transferred personnel from reduction in headquarters personnel required to be made under section 601 of Public Law 99-433, and to make a technical amendment to section 162(a) of title 10, United States Code, relating to the assignment of forces to combatant commands.
