- To provide that the prohibition in subsection (a) of SP 680 shall not apply to those contracts for which the Secretary of Defense certifies to Congress that the research, development testing or evaluation performed under such contracts cannot be performed with equal competence by a US firm at a price equal to or less than that of a foreign firm, and for other purposes.
