- To provide that appropriations made pursuant to this authorization be made in accordance with the provisions of the Congressional Budget and Impoundment Control Act, as amended, which prohibits the consideration of any bill which would cause the deficit to exceed the levels established by the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings).
