- Purpose
- To amend the Urban Mass Transportation Act of 1965 to prohibit implementation of the provisions of regulations under section 16(d) of such Act which discriminate against mentally handicapped individuals and which place a limit on required expenditures and to provide a private right of action for violations of such regulations, section 16(a) of such Act, or section 165(b) of the Federal-Aid Highway Act of 1973.
