An amendment to require hospitals, as a condition of receiving grants for AIDS testing and counseling under the bill, to routinely test certain patients for exposure to the AIDS virus, if the hospital is located in a state where the rate of infection with the AIDS virus exceeds one-tenth of one percent. The requirement for routine testing would apply to all inpatients between ages of 15 and 49.
