An amendment in the nature of a substitute to strike all sanctions in the bill and to retain existing sanctions contained in current law with exemptions for black majority-owned firms from current import bans. The substitute amendment would earmark $40 million for AID programs for disadvantaged South Africans, $8 million of which would be earmarked for black private enterprise development. In addition, it would earmark $2 million from other AID programs for small business development to South Africa. It also calls on, but does not require, U.S. companies operating in South Africa to contribute 15 percent of their payroll to black development projects.
