Amendment100th Congress
An amendment to permit the President to waive the sanctions provided for in the bill if other major industrial countries (Germany, France, Japan, Britain, and Italy) do not adopt similar sanctions. Such waiver authority would apply to any or all sanctions if the President determines that at least one of these countries has not adopted measures comparable to those in the bill. The amendment requires the President to report such waivers to Congress, but does not require Congressional approval.
