An amendment to combine the following three housing assistance grants for the homeless under the McKinney Act: Emergency Shelter Grants; the Supportive Housing Demonstration Program; and Supplemental Assistance for Facilities to Assist the Homeless. These programs would be rolled into one block grant effective in FY 1990, and benefits from this grant would be distributed to states, counties, and cities according to the formula used in the Community Development Block Grant Program. Authorization level for the block grant would be set at such sums as may be necessary for FY 1990.
