An amendment to provide that the commission's base closing recommendations would automatically be implemented unless both Houses of Congress disapprove the recommendations under expedited procedures after the President submits such a list, rather than allowing for the bill's requirement that both Houses approve the recommendations before they could be implemented; to eliminate the requirement that overseas bases, as well as domestic facilities be considered for closure; to eliminate the requirement that an environmental restoration plan be submitted for each base on the closure list; to eliminate the requirement that savings resulting from closure must exceed costs within six years; and, to eliminate the requirement that the commission conduct public hearings on the proposed list during December 1988. Finally, the amendment authorizes $300 million a year for the Base Closure Account, instead of the bill's transfer of the same amount from other Defense Department accounts to the closure account.
