An amendment directing the Administrator of the Small Business Administration to establish a pilot program for fiscal years 1989 through 1991 to encourage the development of export trade by small businesses. The amendment calls for awarding up to ten competitive matching grants per year, not to exceed $25,000 each, for small businesses to develop innovative viable export trade strategies.
