An amendment to require the Chief Counsel for Advocacy of the Small Business Administration to conduct and complete within 180 days, a study to determine the extent to which employees of Federal agencies and departments provide professional and technical services to foreign governments or businesses which might otherwise be provided by qualified private domestic sources. The amendment directs the agency to develop recommendations to eliminate such unfair competition as is found to exist between government agencies and the legitimate interests of private domestic business concerns.
