An amendment to provide that a complainant, respondent, or an aggrieved person who elects to initiate a civil action resulting from an incident of alleged discrimination may do so with the knowledge that the Secretary shall, not later than 20 days after the election is made, commence and maintain a civil action on behalf of the aggrieved person in a United States district court, and the Secretary shall promptly notify the Attorney General of the filing of any such action taken. A court may grant relief as a result of any such civil action, and may also withhold relief if the aggrieved person in question has not complied with discovery orders entered by the court. The Secretary may review any finding, conclusion, or order not later than 30 days after the finding, conclusion, or order has been issued, and shall cause the findings of fact and conclusions of law made with respect to any final order for relief, together with a copy of such order, to be served each aggrieved person and each respondent in the proceeding.
