An amendment expressing the sense of Congress that the Secretary of Agriculture should utilize the Low Yield Disaster program of the Agriculture Act of 1949 if necessary to compensate producers who have suffered substantial crop losses in 1988 for the amount by which deficiency payments have been reduced, due to higher commodity prices resulting from low crop yields.
