An amendment to require the Energy Department to prepare for a nuclear test ban by establishing a readiness program to assure that nuclear weapons stockpiles are reliably and safely maintained and modernized without explosive testing greater than that permitted by the ban. The amendment would require the Energy Department to allocate such funds as may be necessary to establish the program and issue an annual unclassified report on its progress.
