An amendment to provide general requirements regarding military authority to locate, pursue, and seize aircraft and vessels carrying illegal narcotics into the U.S.; to require the President to deploy radar aircraft, pursuit aircraft, and to utilize National Guard and Reserves to aid drug interdiction at U.S. borders; to require the President to report to Congress on the progress of such activities; to direct the President to submit to Congress a request for funding to carry out the provisions of this amendment; and, to direct the President to submit in his budget for the Department of Defense a request for funds for the drug interdiction program required by this bill in the form of a separate budget function.
