An amendment to raise the threshold at which the "prevailing local wage" provisions of the Davis-Bacon Act apply to military construction and military family housing projects from $2,000 to $250,000, prohibit the division of projects into contracts of less than $250,000 for the purpose of avoiding Davis-Bacon requirements and to add the category of "Helper" (semi-skilled workers) to the wage survey provisions of the Act.
