An amendment to require the phased withdrawal of U.S. troops stationed in Europe at a rate of 20 percent per year, begining in 1990, unless those countries collectively increase their defense spending as a pecentage of gross national product to a level equivalent to that of the United States. Reductions called for in the first year are mandatory.
