An amendment to permit the introduction of U.S. combat forces into Nicaragua only if specifically authorized by Congress or to meet threats to the U.S. or its allies, including the introduction of MIG aircraft or nuclear missiles into Nicaragua, and to respond to hijacking, kidnapping or other acts of terrorism against citizens of the United States or its allies.
